NYC Residency Requirements

1. New York City Residence Requirement

For purposes of determining resident tuition fee eligibility, students must have lived in New York State for the past year and must have had their principal place of residence in the City of New York for a period of six consecutive months immediately preceding the first day of classes for the term. They must also state their intention to maintain their principal place of residence in New York City permanently.

2. Citizen & Permanent Residents who meet the above requirements are eligible for the New York City resident tuition rates. These students must show their U.S passport or birth certificate and Permanent Resident Cards (green cards).

3. Certificate of Residence Requirement for Out-of-City New York State Residents

All residents of New York State are eligible for the New York City resident tuition rates. Students must however, obtain a Certificate of Residence from their County Treasurer’s Office. A Certificate of Residence is valid for one academic year from the date of issue. The Certificate of Residence must be filed with the Office of the Bursar within sixty days of issue. It is the student’s responsibility to ensure that a valid Certificate of Residence is on file at Kingsborough Community College.

Westchester County residents can use the downloadable form available at the Westchester County Treasurer's website.

4. Students with Non-Immigrant Unexpired visas of the following type may be eligible for the resident tuition rates: A, E, G, H-1, H-4(families of H-1 only), I, K, L, N, R, S, T, V, and U. (Consult the Admissions office regarding eligibility and required documents for the CUNY resident tuition rates.)

5. Students granted asylum, refugee, or parole should consult the Admissions office regarding eligibility and required documents for the CUNY resident tuition rates.

6. Students with adjustment of Status form (I-485) pending with INS may consult the Admissions office regarding eligibility and required documents for the CUNY resident tuition rates.

7. Cuban/Haitian entrant (I-94 Card), or Temporary Protected Status or NACARA or CUBAN students may consult the Admissions office regarding eligibility and required documents for the CUNY resident tuition rates.

Undocumented Students:

8. A new law provides in-state (resident) tuition benefits to certain undocumented students. You qualify for the lower in-state tuition rates if you meet any of the following eligibility criteria:

  1. You were enrolled in CUNY for the Fall 2001 semester, and you qualified for in-state tuition at that time, or
  2. You attended a New York State high school for two or more years, graduated, and applied to attend a CUNY institution within five years of receiving your New York State diploma, or
  3. You attended an approved New York State program for the GED exam preparation, received a Graduate Equivalency Diploma (GED) from New York State, and applied to attend a CUNY institution within five years of receiving your New York State GED.
